Drowning Bubble Technique's description: Utakata (S) uses Drowning Bubble Technique on one enemy dealing 10 affliction damage permanently. Soap Bubble Ninjutsu will deal an additional 5 damage to any enemy affected by this skill. This skill cannot be used on an enemy currently being affected by it. It never says that when its healed off that you cant use it again on the same character again :/ Hoping that mods can farther explain this.

It says once it is used on a enemy tey cant be affected by it again when its healed it doesnt go away so you cant affect them again

I don't think it's a glitch. This has happened when Sakura(s) and Shizune heals an ally affected by that skill mainly because their heals remove affliction.
