Im sure the people working on it think theyre making some progress with it, but if another arena was made it would be shut down for legal reasons.

no one can make arena except the same gametester of naruto-arena / soul-arena
they need their copy rights or it would be illegal

so yeah, nothing gonna be made by n-a members

Yea you guys don't really understand copyright. Copyright on game rights basically say you can't copy the code. That does not mean you cannot create an extremely similar code that is 100% your own. Let's take for example Call of Duty and Socom or MOH. They're all shooter games military games that are extremely similar. Why can't 1 sue the other? Because they aren't taking anything directly from the other.
