What the fuck is this bullshit? It takes the death of someone who barely does anything to get them moving, Kishi needs to think.

Who cares how much the person does?

Neji is a prodigal genius within the walls of Konoha, everyone knows his name. He was the first of the original teams to become a jounin.

Besides that, it hardly matters how little the person does, if someone you care about dies, you're sure as hell going to be mad.

Yes, let's also forget the countless lives already lost in that war.
And than start getting serious after his death.
