1st by the end doesn't make since TFR will stunt the countered enemy for two turns the following two turns.
Rasengan stuns for 2 turns n this effect last 2 turns right?
If so well since it's 9

Hahah dude making new topics of the same char is not right just go to the first one and overwrite it as in remove the current n post the new.

Find a better name for 3rd skill cuz Iruka already took it :P
Try to find a better FP cuz if not then this character cannot get a 10(Even tho others give a 10.
Again i seriously think teleporting is either chakra or mental.
