Who was the hardest gym leader for you to beat in any of the pokemon games?
For me, it was Whitney in Jhoto.
Her fucking Miltank always murdered me.
Then you beat her and get the PLAIN badge -.-

I had difficulty with someone from the elite four, but i dont think that counts. They healed a shitload though and it was annoying, I always lost.

Fuuuuuuuuucking Misty from FireRed/LeafGreen

The only way you could beat her was if you chose a bulbasaur

or maybe if you caught a Pikachu in Viridian Forest

Misty, so difficult with Charmander that I restarted and got Bulbasaur. Then Whitney, Tate&Liza, and Elesa. goddamn elesa....

The only other gym leader I had trouble with was Norman without starting with Blaziken e.e those dang normal leaders

Kanto: Brock or Misty depending on the starter I chose.
Johto: Clair. In heart gold // soul silver, it seemed so hard to level up. By time I got to her we were on equal terms. -.-
Hoenn: Tate and Liza. First pokemon game I played was Ruby and it took me forever to find out how to beat them.
Sinnoh: Neither were hard imo.
Unova: Roxie because I chose snivy.

Not sure I'd pick any of them over the other since it all depends on the game we're playing at the time.
