#28 quite a number of your characters are either too weak or too strong. For example, Shippuden Tenten. I can't say if she is either too powerful or too weak but she is definitely not balanced in my book. Her summoning scroll is a prep move therefore it should only cost 1 random chakra or maybe even 1 specific chakra but it costs way too much if it needs 1 specific and 1 random chakra. Lower the price of her prep move to either 1 random or 1 specific chakra or add an additional effect to her summoning scroll like it deals some minor damage to the enemy while giving her some damage reduction or something. Explosive Kunai is too powerful. The fact that her prep move costs a lot of chakra for a prep move does not balance explosive kunai. It is virtually like Zabuza's great waterfall move except that it deals triple the damage and only has 1 fourth of Zabuza's cooldown and its only drawback compared to Zabuza's great waterfall is that it requires a prep that consumes quite a bit of chakra. Explosive Kunai is capable of stunning the entire enemy team AND dealing some damage to them every other turn for the next 5 rounds which is just too much. Her double dragon scatter destruction is MUCH too weak. Not only does it require 2 specific chakra and a big prep also but it deals LESS damage than Zaku's move which also requires 2 specific chakra and needs no prep. lower its chakra cost or increase its damage.
