Jango (East Blue): One, Two, Jango! Could be used for allies as well as enemies if worked differently, but since the Cooldown for that skill is 4, it seems to be a One-Trick Pony, even though it's a good trick, we'd like to have our characters have more use than one simple thing. Then again, with Fast Counter Attack, he can gain Random Energy quickly if he needed it, but still. With One, Two, Jango!, if it could be used on allies, it could increase their skill's damage and give them destructible defense (Since I haven't seen that done yet). And as for enemies, it could stun them for 1 or 2 turns, and once the stun is over, they permanently deal 5 Less Damage, which stacks, or something along those lines, but meh, up to you on that.
Mihawk (East Blue): With Shichibukai Blade, it should be "making all enemies afraid" not "making all enemies cowards". With Blade Pierce, there's a difference between his small knife and his ceremonial "Black Blade", so change that. With Blade Slash, he NEEDS to be able to fight alone or else he'd be screwed in any fight alone, so instead of making the enemy not be able to attack Mihawk, make it so that when the enemy attacks Mihawk, they permanently take 5 More Damage from Blade Pierce, which stacks. That way, he has a solid way of attacking, because a character who can't fend for themselves are screwed if they're all alone.
Gin (East Blue): First Off, with his first skill, it's called "Piercing Sword", not "Pircing Sword", and secondly, Gin doesn't even USE THAT as his Main Weapon! He uses something between a Mace and a Tonfa, or Mace-Tonfa. So you're incorrect there. Logia Fruit users shouldn't be immune to it, and explain why it should be that if that's the case. I like what you did with "Come On!" and "Back Attack", so nice jobs on those skills, but make Piercing Sword into "Crushing Mace" and make it deal the same damage, just not piercing, but make it destroy DD.
And another thing. It's REALLY Hard to tell the difference between Physical and Random without looking real close, even weapon may have an argument there. You need to make the energies have a little more brightness to it, so it can't be mistaken for another energy like Random.
Alvida (East Blue): Iron Club Smash should bring a little bang for it's buck since it's her best skill in that episode. Since it uses 1 Physical and 1 Random (Which should actually be Weapon Energy, thank you), you could make it deal 25 Piercing Damage as it says, but let it destroy any destructible defense the target has, since that thing can easily break stone if it wanted to, and you could boost it if Extreme Jump was used last turn and it deals double damage or 10 more damage. With Iron Club Toss, It should be 1 Weapon, not 1 Physical, since the weapon in question is dealing the damage, not her. For a first unlockable character, she needs to be Ms. Smash, so that, with my ideas for Iron Club Smash should be fine, but up to you.
Captain Morgan (East Blue): First off, there's spelling errors in a few places. You say "Frightening" instead of whatever the hell you put as "Frighiting". Then agan, a name like that should just be called: "The Power-Hungry Marine Captain, Morgan" or "The Angered Marine Captain, Morgan". Frightening is a weird word to put in anything. And secondly, there are three instances where you say "Mongan" instead of "Morgan". Fix those now! Ground Cutter needs a Cooldown of 1 because being able to spam that move with enough energy is concerning me, and Knife Blade is.... well... inaccurate to be called that name. Axe Blade would be a more appropriate name since he's using his Axe, not a knife. It's UP without Anger Urge, but it's semi-okay without it, because dealing "Axe Blade" (Because I Refuse To Call It The Other Way) with Anger Urge can be only used once in three turns, so it's fine, but without Anger Urge, it seems sad and Ground Cutter sounds like the only reason you'd use him. You could do some work on him.
Buggy (East Blue): Chop Chop Stab seems pricy for it's low damage to a single target, but understandable when Chop Chop Separate is used, although rarely is since it can only be used once during that time. Reduce the cost of CCS to 1 Devil Fruit Energy. Chop Chop Buzzsaw is a high cost skill with no cooldown, and that puzzles me a bit. 25 Damage that stuns physical and melee skills for 1 turn that can deal 10 more Damage with CCS seems..... underpowered to me. You could make it deal 30 Damage that stuns Physical and Melee skills for a turn while they also take 5 More Damage from skills next turn. And THEN With CCS it can deal 10 more Damage, with the cooldown being 1. And as for Chop Chop Separate, it's simple, yet costly, especially since it lasts two turns. And Extra Damage for 2 Turns (Which means each offensive skill can be used once) doesn't sound like a good improvement. Either make it more usable and worthwhile or decrease the energy cost.
