#42 I was reading the rules to make sure I didn't overlook anything and I didn't see anything in regards to joining a team outside of the country you live in. Scenario: John Doe lives in Russia. He can't find anyone from his country to join his team. Everything is explained in paragraph 1.4 and whole paragraph 2. So yeah John and his team would be banned from participating in the tournament.
