I think he is a bit overpowered. Mostly because Uzumaki Barrage is a skill that can potentially do 60 damage for one taijutsu. Which is simply outrageous. I'd add a random to it to even bring it in the ballpark. Besides that, it does 30 without anything. (Even if it is over three turns.)

Just for nitpicking purposes I'll also say that the DD from Gamabunta should be reduced. Simply for the fact that Gaara gives 10 to his allies with a 3 turn cooldown and can only use it twice. While you can infinitely use Gamabunta and it does much more, the one more turn of cooldown doesn't neccesarily justify it.

Edit: Oh and 8/10. I would have liked to see a varied Rasengan compared to the one we have.

It needs a prep, and it doesn't stun. So, you need a total of:

One turn of waiting, ONE NIN, TWO RANDOMS, plus one cooldown. :smile
