If I didn't simply love Orochimaru I'd find this insanly overpowed. 10/10 though. :)

dont know first skill is just a prep and Reanimation Jutsu can be only used once then chages into a new skill with cooldowns condisdering who he uses it on

so extra cooldowns would be kinda useless
i could change true form to 2 turns cooldown but it prlly need a boost or maybe a stun

What do you mean by "strongest jutsu"? The "strongest jutsu" of a character can be debated. Look at Kurenai, her strongest jutsu (I think) is her counter but it deals no damage. Others may thing its the one gen one random jutsu because its aoe, and some may think its the one gen jutsu because its quick.
