YOU BASICALLY MAKE THE CHARACTER useless.

i personally don't feel that i would benefit anyone to have him on your team with that high of a cool down and the fact that u would need some luck

Uhm...there are THREE people, and one does wear a blindfold.

Anyways, I'm going to give some actual advice. The character is way to much like rehab gaara. I think he should have some diversity. Also, maybe Torriential Rain should be a support move instead of a damaging move, and Water Typhoon can only be used during Torriential Rain. Here's my idea-

Torriential Rain: All enemies take 3 affliction damage every turn. During this time damage delt to your team is reduced by 10 points. Lasts 3 turns.
Cost: 1 nin
Cooldown: 3

Water Typhoon Jutsu: Traps an enemy in a giant water typhoon. Deals 15 damage to an enemy every turn until Torriential Rain is over. During this time, that enemy's attacks cost one more random chakra. Non-Stackable
Cost: 1 Nin 1 Random
Cooldown: 0
