Tsunade Glitch?

#1 I was just playing a match against where I had Zabuza and Deidara and my opponent had Tsunade and Anko. Both his characters were at 20 health and when my opponent finished his round, Anko was still at 20 and Tsunade was at 80. The text of Tsunade's heal in the manual says it heals her TO 60, not BY 60. Is this a glitch, or is the text wrong in the manual?
