#12 Kisame is strong. He was the first seven ninja swordsmen of the mist to become a missin-nin. He has a huge amount of chakara and that was only when he was 30% chakara he most have chakara that resembles that of a tailed beast. Imagine that much chakara even he doesn't have amazing techniques all he needs are dodgeing techniques or defense techniques and he can out last his oponents. Can you name all of them :O?

No, it's actually valid. Having less chakra shouldn't make you any less capable, it just means you tire out sooner. Gai beat Kisame fair and square.
