#1 I think Gaara Rehab,Tsunade,Ororochimaru. Gaara Rehab Reason: Luapeman probly aint going to make Kazekage Garra cuz he said his skills are too much like Gaara Rehab. Tsunade: She is promoted to Hokage by the Village Elders and Jiraiya. Orochimaru: He is the Kage of the Sound.(Maybe not to be kage) Tell me if that makes sense.
