I'll assume it can't start with 0, since it would then not be 10 digit. Sould be just 1,001,000,000 1,000,000 more than the smallest 10 digit number

Nope. That would assume that it starts at 1,000,000,000 and that the next number is 1,000,000,001. However, each 10 digit number has to have each digit exactly once (maybe you skimmed over that part of the question). So, the first and second numbers would be 1,023,456,789 and 1,023,456,798.
